Barlow Keener, Managing Director

Barlow Keener specializes in privacy, Internet, mobile, wireless, and wireline consulting. He is CIPP/US - IAPP privacy certified.

Barlow earned his CIPP/US privacy certification, or "Certified Information Privacy Professional", from the IAPP (International Association of Privacy Professionals) (2016 to date). He is also an Accredited Member, Business Valuation, of the American Society of Appraisers (2021 - date). He manages issues related to the valuation of spectrum, towers, and fiber. Barlow has clients who are state regulators, Internet providers, and both wired and wireless. . He has provided consulting for projects involving major data centers, long-haul fiber, FTTH, ILEC performance, and 911. In addition to his consulting work is an attorney and is admitted to the Florida, Georgia, and Massachusetts bars.  Education: J.D., Emory University School of Law;  M.A., History, North Carolina Central University; B.A., History, University of the South - Sewanee.

Michael A. Isenberg, Of Counsel

Mike Isenberg is consultant to Keener Research Group, LLC specializing in telecommunications and Internet matters. Mr. Isenberg provides expertise to clients in telecommunications law, including wired and wireless technologies, in state and federal regulatory matters.   Mike was Director of the Competition Division of the Massachusetts Department of Telecommunications and Cable (DTC), the state agency responsible for regulating the common carrier telecommunications and cable industries in Massachusetts since 2008.  In that capacity, he managed a seven-person division of economists, accountants and lawyers, and served as the chief policy advisor to the Commissioner of the agency.  Mike led investigation and analysis of technical, economic, and regulatory issues, provided technical direction to staff to conduct complex adjudications, and drafted Department orders and other key documents.

Before that, Mike served in management capacities in the Telecommunications Division of the DTC’s predecessor agencies – the Department of Telecommunications and Energy, and the Department of Public Utilities (DPU) – since 1996.  As Director and Assistant Director then, Mr. Isenberg built Massachusetts’ reputation as one of the most investment and competition-friendly states in the nation by developing policies for competition, following passage of the Telecommunications Act of 1996.  Since 1992, Mr. Isenberg served as a hearing officer with the DPU, concentrating on telecommunications cases but also presiding over electric, gas, and water utility matters.

Before attending law school, Mike worked in the financial communications and healthcare public relations industries.  He received his law degree from the University of Maine and a degree in journalism from the University of Missouri.  He is admitted to practice law in Massachusetts, Maine, and the District of Columbia.
